Parking in Carolina Beach

The Town of Carolina Beach offers multiple public parking options to visitors and residents. Town-operated parking is open year round and paid parking is enforced March 1st - October 31st from 9AM - 8PM. Parking fees restart each morning during enforcement hours for all of the Town's parking lots and on-street parking spaces.

Parking Rates and Enforcement

PARKING RATES and ENFORCEMENT:

Paid parking is enforced March 1st through October 31st, 9AM-8PM in on-street and standard parking lots. Premium parking lots have paid parking enforcement year round. Parking fees restart each morning during enforcement hours for all Town owned/operated parking lots and on-street parking spaces.

Weekly Visitor Parking Pass $100
Available for purchase at Town Hall, the Parking Office (open 7 days a week during enforcement season) and online at: https://cbparking.cmrpay.com/dashboard/landing.

Annual Residential Parking Pass $ 30
Available only to Carolina and Kure beach residents and property/business owners.

Annual LSV/Golf Cart Pass* $100
May be purchased by anyone.
*Effective July 1, 2023, only golf cart owners that have purchased a pass in the previous year
calendar year may continue to renew their pass. All golf cart permit sales will end 12/31/2027.

CBD Employees $100
Central Business District business owners/managers may purchase a parking pass for employees (no contract/1099 staff ).

UNDESIGNATED TOWN PARKING

Undesignated parking areas are unmarked parallel parking areas located in the right of way, adjacent to drive aisles, that are a minimum of eight feet wide. Undesignated public parking may be utilized for parallel parking when the vehicle meets all Town regulations and/or complies with on-site signage. Town issued re-entry passes are required in all residential undesignated right of ways (shown on the map in teal).

ANNUAL RESIDENTIAL PARKING PASS:
The Town of Carolina Beach provides public parking to our residents and visitors throughout the community. As a way to help manage the use and availability of public parking spaces, the town offers annual residential parking passes that can be purchased by Carolina and Kure Beach residents and property/business owners.

Annual residential parking passes allow vehicles to park at no cost in the following Town operated parking lots and on-street locations:

Annual residential parking passes do not allow for exceptions to parking regulations, and annual pass holders must adhere to time restrictions or other rules related to parking in town-owned spaces and lots.

Parking permits can be purchased at the Town Hall Billing window or online through the Permit Portal.

LSV/Golf Cart Parking

Golf carts and low speed vehicles (LSVs) are only allowed to be driven on roads with a speed limit of 35 mph or less in Carolina Beach.

Golf Carts*
A permit is required to drive a golf cart in the Town of Carolina Beach. This permit also serves as a parking pass and may be used for parking wherever annual LSV/Golf Cart parking passes are valid (see list below). There are also parking spaces designated for golf cart parking.

*NOTE: Effective July 1, 2023, only golf cart owners that have purchased permits in the previous calendar year may continue to renew their permit; no new permit applications will be allowed. golf cart permit sales will end December 31, 2027, and only state registered low speed vehicles (LSV) will be permitted

Low Speed Vehicles (LSV)
LSVs (golf carts that have a state license plate and a state vehicle registration) are not required to obtain a permit to drive on the streets in Carolina Beach. An annual LSV parking pass may be purchased by anyone and may be used for parking wherever annual LSV/Golf Cart parking passes are valid (see list below). Those without an annual LSV parking pass must pay the hourly/daily rate to park in any regular or golf cart designated space.

Handicap Parking

Parking Violations and Citations

Below are some of the most common reasons parking citations are received:

Failure to pay for parking
Expired parking
Parking over the specified time limit
Protrusion beyond designated parking space (must center vehicle in space or at curbstop)
Parked facing opposing traffic/against the flow of traffic; in no case shall a vehicle remain backed to a curb against the flow of traffic when adjacent to a one-way drive aisle.
Double parking
Parking in a controlled residential parking area without a valid residential parking permit or re-entry decal
Vehicles parked so as to obstruct sidewalk, private driveway, crosswalk, or bike lanes
Vehicles parked unattended in commercial and passenger loading zones
Vehicles parked in front of or within five (5) feet in either direction of a private driveway or road.
Vehicles other than buses parked in a bus stop or designated bus parking spaces
Vehicles parked within twenty-five (25) feet of an intersection
Oversize vehicles parked on town streets
Vehicles parked on medians
Vehicles parked in "No Parking Anytime" zone
Parking for more than 24 hours at a time
Parking unattached trailers in any Town parking facility

The citation amount charged for these and other parking violations is $60. Citations paid within 48 hours of issuance will be reduced by 25%..

Citations that are unpaid after 30 days will have a $50 penalty added to the citation making the total due of $110. An additional $50 penalty is added to the $110 if citation remains unpaid after 60 days making total due of $160.

Appeals to citations must be made within 7-days of citation issuance date. During the appeal process, amount of citation will not increase. If appeal is denied, the normal rate increase schedule will occur.
